UK Local Authorities Plan to Dispose of Community Hubs and Leisure Facilities to Manage Finances

According to a recent poll of local authorities, UK councils are planning to sell community centers, sports centres, and shopping arcades as they bet on a fire sale of properties to stabilize finances.

Increasing Financial Challenges Drive Asset Sales

The Key Cities Group for second-tier cities in England reported that six out of ten of local authorities are intending to sell assets to cover the rising costs of social services for vulnerable individuals.

Councils have in the past faced criticism for disposing of public land and open spaces to support their finances, but they contend they must proceed to generate essential revenue from property disposals or declare themselves bankrupt.

This coalition noted that a significant number of councils attempting to raise money from a quick sale of holdings marked “a clear change from 2024, when the largest share (six in ten) of local leaders stated they would focus on restructuring services and utilising savings to weather increasing financial challenges.”

Detailed Cases of Proposed Sales

One local authority in Kent announced its property management strategy included the sale of a shopping centre in a local town and a community venue in another town to raise 20 million pounds over five years.

  • Gillingham golf club and commercial properties owned in two English counties, which all generate rent for Medway council, will also be sold under the strategy.

Local Levy Rises and Broader Fiscal Pressures

The survey of local authorities in the coalition, which includes several urban centers, further found that more than 70% of authorities will have to raise local levies next spring to cover the growing cost of essential services, higher levels of housing insecurity, and a longstanding housing shortage.

The authority explained it will proceed with property disposals after sharp increases in the cost of youth support, support for vulnerable learners, adult social care, and short-term housing.

“We are taking innovative approaches but certain measures take time to achieve both better provisions and cost efficiency,” said a council leader.

He added: “We face population challenges which will continue to increase the strains we have. As a local government body, we had a drastic reduction in our central funding from over the past decade, which is extremely difficult.”

National Patterns and Projections

A survey of county councils recently also found council budgets being strained by the growing number of young people and older individuals needing Send support.

The County Councils Network projected that local shortfalls will hit 4.4 billion pounds a year by 2029, as they struggle to cope with increased demand.

Ministers have delayed scheduled changes to the special educational needs framework until next year after a policy document outlining those changes was recently delayed.

Deprivation and Funding Shortfalls

Based on the most recent indices of deprivation (IMD) covering UK local authorities, several key cities members were among the most disadvantaged in the country.

  • “Member cities like several major towns place in the top 30 nationally under the latest IMD measures,” noted the report.

“While only a single urban area is in the top 10 for disadvantaged communities countrywide, cities are far more likely to be in the worst-off 20% of England. The data highlights the scale of challenges confronting municipal officials across key cities in the coming year,” the analysis concluded.

“Local government leaders have been explicit about the necessity for a fair and sustainable funding system that reflects and addresses the actual extent of disadvantage and need,” stated Michael Mordey.

“Lacking this, local authorities will continue to face difficult decisions around which essential services to fund, and which to reduce, to the detriment of their residents.”

A fifth of local authorities have reduced or weakened social care provision in the last year, the study found.
